Position Description

This position assists with overseeing the space and asset management including responding to operating departments' requests of changes and alterations to their assigned space, developing and updating City standards for space allocation, managing FFE, and managing projects.

Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.
Job Duties and Responsibilities

  • Manage, coordinate and respond to operating departments' requests of changes and alterations to their assigned space, including changes in location, size and type of space and furnishings, working with other Property Services Management (and Information and Technology) to provide efficient and appropriate workspaces in a timely manner.
  • Access and update current City standards for space allocation by classification and functional need and enforce these standards in a consistent and equitable manner.
  • Process, evaluate, and make recommendation for exceptions to standards, as requested and required. Use and update the City's Computer Assisted Facilities Management software application to determine space and furniture availability, ergonomics considerations, and optimal space utilization.
  • Develop asset management tracking system to strategically plan for pro-active replacement at the projected end of life of the asset.
  • Provide management reports as required and requested.
  • Develop furniture and furnishing specifications (suitable for public bidding) for established standard furnishings, manage procurement needs for departments and assigned projects, and manage used furniture inventory. Standard furnishings will need the functional and ergonomic needs of the City's workforce (in office settings).
  • Assess and update current policies and develop new policies associated with space allocation, and cost allocation for space and furnishings.
  • Access and improve current business processes associated with delivering services in assigned areas of responsibility. Develop performance standards and report on a regular basis.
  • Coordinate and manage FFE.
  • Manage assigned projects.
  • Manage Space & Asset Management staff and assign projects/priorities.

Required Qualifications
MINIMUM QUALIFICATIONS
Five years of experience performing duties closely related those described above, including churn/move management, space planning, and project management.

Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience (70%) and Desired Competencies (30%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions.
Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire one months after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
Knowledge, Skills and Abilities

  • Considerable knowledge of project and space management for facilities.
  • Advanced knowledge of interior finishes, furniture, space standards and selections.
  • Considerable knowledge of the design and construction industries and of acceptable standards and techniques.
  • Considerable knowledge of the planning and budgeting processes for major construction initiatives.
  • Ability to develop and implement strategic plans.
  • Ability to evaluate and apply industry best practices to continually improve existing operations.
  • Working knowledge of budgets cost control, and budget preparation.
  • Demonstrated ability to lead large scale facilities projects from start to finish.
  • Demonstrated ability to lead a strategic facilities planning process to reduce real estate costs.
  • Demonstrated ability to manage large scale relocation projects.
  • Demonstrated ability to management high churn rates for employees.
  • Experience to supervise interiors and move management teams.
  • Proven ability to establish and maintain effective working relationships at all levels of the organization.
  • Strong verbal and written communication skills, negotiation skills and conflict resolution skills.
  • Ability to interface with Facilities Management staff
  • Baseline ability to negotiate leases which includes tenant improvements and relocations.
  • Advanced knowledge and experience with AutoCAD software application.
  • Ability to utilize Computer Assisted Facility Management (CAFM) software application.
  • Ability to utilize Maximo work order software application.
  • Ability to utilize Microsoft, WORD, EXCEL, and PROJECT, Smartsheet
  • Advance knowledge of Space Planning
  • Advanced knowledge of Furniture systems product
